It's to prevent new accounts from posting content that's blatantly off topic. Mainly mods will review posts and stop you seeing stuff that is spam.
Members can also use it to upvote a particular post/reply as a way of saying something without saying anything.
The actual reputation value a person has is not really relevant unless your are inclined that way.
They way we use it is to place new account holders under certain restrictions until their peers see their contributions are useful and upvote them.
Some use it others don't. Some get offended by downvotes and others don't. Some love getting upvoted others don't.
It can be largely ignored or weaponised. I tend to upvote positive posts and replies in instances where I like the content but can't really add to it.
TLDR : Its an anti spam measure

Getting fed up of having to scroll through the same posts each visit?
