New Layer Problem

Whenever I add a component in a new layer, its contents still appear in the other layers.

Take a look at the actual component model, you'll find that it is probably modeled with the parts in various layers. You'll have to fix it at the source.

How are you adding components? Do you mean you are downloading them from the 3D Warehouse? If so, you should open them in a separate file and clean them up including getting rid of unwanted layers before putting them into your main model.
