First of all, you don't use the Select tool to change the size of the SketchUp window. Instead, click on the double squares in the upper right hand corner of the SketchUp window. It's between the - and X. then you should be able to grab the edge of corner of the window and drag it to resize it.
Your profile indicates you are using SketchUp Pro. Instead of trying to print to scale from SketchUp, you should create a scene and then send the file to LayOut. It's much easier to setup and create a scaled view and then export to PDF for printing.
