Why is this happening?

I am a SU and AC user. Every now and then I fire up LO and there is always something I can't get right. Today. The dimensions with extension lines that go into the viewport object are hidden behind that object. (See pic) Why?
Also, The section plane shows up in the viewport, even though it is switched off in the model.
Further, trying to snap to a point of a section with the dimension tool is guess work. It never snaps.

It's better for you to share your LO file...
There can be style issues (in SU and LO), layer issues (in SU and LO), draw order issues (in LO), scene issues (in SU and LO).
FYI - I've ditched CAD altogether except for cleaning layers to import to Sketchup... You should try it one day too. It has it's rewards and it's incumbrances, but not having to look into that black background with that crossair, has given me quality of life...

I expect the dimension in your first screen shot is on a layer lower in the list than the viewport. I always keep dimension and other text layers above the layers I put viewports on.
As for the section plane, you may have turned it off in SketchUp but I'm guessing you didn't update the scene's style. Section plane visibility state is a style setting. You can turn it on or off without updating the style but then the state doesn't get transmitted to layout.
Section cut lines are not snappable edges. You can place a section cut face or create a group at the section cut to get edges and corners you can snap to. Sometimes I just use guidelines to create snap points. Then I delete them when finished.
