Best way to create traffic ramp, edges to faces?

What is the best way to create faces/triangulate from edges.
What plugins can you use? Fredoshear?

If you check out the SKP file, you can see that there are many little edges...

But in your case, as complex ramps are yet existing make some cuts before to use it!
