Windows missing and can't be recovered

Need some help. The following windows will not reopen: Entity, Components, Styles, Layers, Outliner, Scenes, Fog and Shadows. Nothing shows up when I select, when I deselect a "-" replaces the check mark. Ive tried "Bring Everything to Front" but it doesn't help. When I open a new file the same situation.

Did you try Preferences>Workspace>Reset Workspace?
