How did you install 'maxwell' ?

The file ../Plugins/maxwell/ext/mx.dll seems unable to find/load the file ../Plugins/maxwell/ini.rb.

What does the tool's installation guide say ?
Are ALL of the tool's files in the right places ?
Do you have FULL read/write Security permissions setup to your Plugins folder ?
Do you run SketchUp.exe as an admin ?

There are many things need answering before we can get near to a cause, and from there get to a solution...
