Scale and rotate

If it s already out there, i m sorry. but please send me a link. i am looking for a plugin with wich you can press ctrl while scaleing to copy as well. and one where you can fix the rotation axes with the cursor buttons.

As far as I can recall, neither of these requires that you press the Control buttonMaybe one or the other will answer your first request.
If I understand your second request, Is it not possible simply to press the up down left right arrows to set your direction? Or do you mean axial reference not on the global axes? What about the Alt button?
You may want to update your User Profile. It can suggest information for the real experts to help you.
