              That is a rendered image that doesn't try to look like a photograph, but it is probably rather more like a traditional watercolor hand-drawn image etc...

                Many graphic-manipulation programs [PhotoShop, Gimp etc] have 'filters' that you can use to make 'watercolor' and similar effects.
                There is also a shareware application FotoSketcher.com that is dedicated to making images look 'hand-drawn', with many 'effects'...
                There are many threads at SCF cover different presentation/rendering techniques... Browse...
