      After I have created an entity on layer0 and then assign it to a layer do I subsequently edit it on layer0 or on it's own layer?

        Ron,

        Entities, that is edges and faces should be drawn on Layer 0 and always left there. Layer 0 should always remain the active layer. You only make other layer associations for components and groups. When you open a component or group you will always be editing on Layer 0 because that one is always the active layer. Remember, layers in SketchUp are only for controlling visibility.
