Plugin for rotate rectangle

newbie (very old, ex 3D Catia, professional user) requesting instruction [video?) on how ruby tool, rotating rectangle, is executed. Confusion arose due to perceived similarity between 3 point tool plug and and rotating rectangle: both these applications appear to work in an identical manner to each other...

Have both these options "loaded": one in the SU8 plug ins - google/sketchup8/plugins and the rotating rectangle as a ruby script and activated via the install extension process. The latter appears in the 'draw' drop down menu and the 3pts tool as a group of 3 icons in the SU toolar menu.
Just can't fathom how this tool gives advantage over basic SU8 own create rectangle tool - would love to know how to use it properly if anyone can help. Thank you.

The regular rectangle tool draws on axis only.
Rotated rectangle can draw off axis.
