Lines in Layout

I have inserted my SU model into Layout and now I am making construction documents using the model as a "reference" file. I've been trying to draw some 2D lines to indicate some elements that are not in the model. I can't seem to place the line on "top" of the model - in some areas it becomes hidden by surfaces. Is there any way to "lock" the height of the Layout drawings to be below anything that is live in Layout? Tried to arrange the model to the "back" and my lines to the "front" but that didn't work. What's the solution to this issue?
Also, when placing arcs in Layout, it creates a closed surface area that blocks the imported model. Is there any way to make that surface "hidden" or "transparent" so that I can see what's under the closed area of the arc?
Any help appreciated!

I would put the SketchUp viewports on one layer in LayOut and then in another layer, higher in the Layers list do the drawing. You can lock the layer on which the viewports are located so as not to risk modifying them.

Select the shape and then turn off "Fill" in the "Shape Style" settings. If you are going to repeat drawing the line pick it with the style sample tool otherwise it will retain the previous settings.
You should look at a tutorial for using the built in Scrapbook which may help your workflow. -
