      I was wondering if there is a way of drawing construction lines in a Sketch up model other that the guides available with the tape measure tool, for instance to dimension to the center of a circle.

        The Tape Measure and Protractor tools are the only native tools for creating guidelines (construction lines) but you might take a look at Rich O Brien's Pen Tool +. It'll probably get you what you want.

        Keep in mind guidelines are meant as temporary lines. Even if they are drawn with the plugin they are subject to being deleted if you use Edit>Delete Guides

          There's already a specific tool to add a guide-point at the center of an Arc/Circle [made by a script loaded as one of the shipped 'utilities' ?]... BUT if you want to make a guide-line through a point and the center of an Arc/Circle then simply pick the first point and then get the curve's inferred center-point to make the guide-line, or do it twice with any other point to get an intersecting pair of lines thereby marking the Arc/Circle's center for you...
