Can someone please tell me what $Construction$ is that appears in layers?

Where are you seeing that?
Is it possible some plugin you've installed creates that layer? I've never seen it before.

It is created in layers as another layer. I think maybe you are right it is a plugin. It might be construction plus or something else http://www.srww.com/blog/?p=1761 I won't worry about it now.

It is indeed caused by Joe's plugin. In fact he mentions that in the link you provided. I don't use his tools so that would explain why I never saw the layer before.
