Activation error

i try to import the offline activation file and i get this message "unable to import license". im using windows xp 32 bit. please view the attachment file.

i already send to chaos group support and get the reply:
This error is caused by issues with file permissions. If you are installing as an administrator you may need to repair the permissions for the location:
C:\ProgramData\ASGVIScan anybody tell me how to do this step because i cant find the C:\ProgramData\ASGVIS??
