Noob here! help needed

i have just got into the plugin thing ! i am looking for make faces plugin ! i have downloaded it from http://www.smustard.com/script/MakeFaces! and pasted in the plugin folder but i cannot find it in plugin section of my program! do i need to downl;oad anything else to make this work? i am also looking for a parametric design plugin which is hopefully free! my mail id is vishnureddy331@gmail.com ! thanks in advance!

i mean i just give few values and a basic shape and it shows me variations! similar to grasshopper
