Cuts to public services whereby most of the workers have their hours reduced or are made redundant, while the management get slapped on the back for saving money but they themselves carry on on the same salary as always. So who are they managing?
The managers then say they cannot do any work as they don't have the manpower. So presumably their just sat in their offices "prioritising".

Seeing as that video was made from the security cameras from the mall I think she has a case, at least in part. If it were a bystander with a flip video cam then, maybe not so much.
