Mouse Wheel Scrolling in Components, Material, Styles

This has been an annoyance forever, and yet I still keep trying to scroll these dialogs using the scroll wheel. Why can't it just work as expected, and like 100% of every other dialog with a scroll-bar control?

Also enable scrolling in Right-click menu and Toolbars menu when many plugins are installed...this should be a bugfix, not a feature request
