Scene creation layer visibility sabotage

This buggy (to me) behavior was noted earlier by me but undocumented even with pics which is all I supply now.
The very common 'odd' behavior is such that when layer visibility is set and a new scene is being created, hitting <enter> for the name change from the default supplied 'scene X' or in the immediately following picks, the layer visibility is changed so that some which were here (visible), now aren't.
Beginning, we have a scene, as consistently shown both in the tabs and in the manager (they don't always agree: one is for managing the other for reflecting the display(?)).
The new scene is created,apparently inheriting the layer vis settings of the scene active (as indicated both in the tabs and in the manager at the time of creation).
And the place holder name falling just after the mama scene, all as expected.The new scene is then properly named <enter>.
Migrating away (even after an update to be sure, or not) and/or doing anything else shows that the layer vis settings have been corrupted or improperly written as various layers are mis-displayed.
