Template toolbar memory Mac

When i open SU a new file opens without the customized toolbar settings for plugins visible, shows only generic tools chosen.
If i open a new file, the plugin icons appear then and on all subsequent files opened within session. The generic icons move to adjust for the plugin icons.
Have tested on so many templates, always the same result.
Is there any way to bypass the first file arising which i would rather not use, is there a setting i am missing somewhere?
