Does Sketchup have Boolean modeling ability, such as cutting out decorative scrollwork from a flat board?

You can always use the intersect tools for boolean operations (if you right click on a selection, you can find them in the context menu) or with more advanced and "made it easy" options, there is a plugin called "BoolTools" (watch the video also) although that's not free.
