I was looking at this modding site. Zmodeler is a free download. It doesn't need installing; it'll work off a folder on your desktop. It can spit out 3ds models from various game formats (you need to check the axes box).
If you don't have any 3ds editing program, you'll be in for a bit of a sort-out, as it exports 3 LODs all superimposed on each other.
I used Deep Exploration to turn off the low res parts and reapply the graphics. The whole process from export to importing into SU took under 15 minutes...over a coffee.
This is how it renders, straight off, before tweaking any displacement, reflections etc. I guess this is where many of those mods on the 3DW originate.

That's a good find, I'm sure there will be lots of members interested in getting their hands on GTA models. It's great getting to poke around at game developers models to see the detail and care put into them.

They are surprisingly highly detailed. Even after you've deleted all the low poly versions, the higher poly still have a bewildering choice of guages and exhaust configurations superimposed. I guess it's a question of duplicating the model and deleting different configs on different versions. Some of the cars appear to have normal and smashed-up/burnt-out versions superimposed as well.
