Can I make random adjustments to the height of my fence?

Can someone advise me how to make adjustments to the height of a fence at any point along it's length? I have a 9' section of 1x6 running horizontally to 6' high at the back of the yard in my model. I would like to cut out a 3' section in the middle down to 3'. The result would be a 9' fence that is 6' high for 3', 3' high for 3', and 6' for the remaining 3'. I have tried creating a square on the face of the fence that I pushed through to the 'back' of the fence and deleting it in the same way you would when creating a hole through something made of two surfaces, to no avail. Similarly I am trying to cut off deck boards on an angle at the edge of a deck in my model with no luck. Help!
This is my second project - I have been using SU for 3 months, so please feel free to make any comments you wish!

ur problem is that you made the fence 1"x6" rails a component and replicated that component again and again. So when you try to change one rail they all change. Try making the affected rails 'unique' by right clicking and making neccessary adjustments from there

I assumed it was necessary to group the 1x6 in order to copy it and make an internal array (which I discovered it is not). I also made a component out of the finished fence section which was perhaps unnecessary. Exploding the group and then the components allowed me to push/pull and remove 3' sections of board, one at a time. I assumed it would be easier to attach the fence to posts without it sticking by making it from an array of components. I will review the videos!

Using components is a good thing but you'll need to use the Make Unique command to break the relationship for components that will need to be modified differently than others. For example, every deck plank will be a different length so they'll need to be made unique from each other. The planks in the section of fence that will be lower than the rest could be made unique (select all of those planks, right click and choose Make Unique. This will keep them related to each other but separate them from the rest. Then you can edit the length of those planks to fit. It looks like you'll need to make other sets of planks unique as well. Select all those planks that will be of one length and make them Unique from the rest. Consider the length of the planks you could buy. I expect that it's unlikely you'll find 30 foot long planks for the opposite side of the fence.
