Is it possible to apply different line styles to different items in a model? If not possible in Sketchup is it possible via Layout or do you have to save out multiple files and then composite them in Photoshop?

Unfortunately, not possible in SU. As I see you have the Pro, yes, in LO (now with version 2), it is possible to "explode" the model in vector rendering mode and handle the individual lines separately assigning them different weights, styles, colours and such.
Note however that this is a non-reversible, destructive step meaning that any changes you make in your SU model later, cannot be refreshed on that page (inserted instance) in LO although this would be a very advantageous use of SU&LO otherwise. So do this only at the very end of your workflow in LO.

OR yes, in PS it is also possible to combine lines...

      Gai...
