I am having some difficulty with the drape tool. I have created a site with the countours and am now in the process of draping streets, sidewalks, parking etc onto the contours. I have made several attempts at draping a parkinglot onto it but it is not forming a closed loop for painting another color. The lines I'm draping do create a closed palne but after draping it is no longer closed. I have attaced the model. Could someone have a look and see if I'm doing something wrong.

      Thanks in advance

I don't think you did something wrong.
There are two edges that after copying and rotating them seem to be collinear. But they are not, they can't be welded!!!
(their endpoints have different x, same y and 0.000000 and -0.000000 z values This is probably the origin of the cause.
replace (=delete) both edges by one.
        Which ones:
        first edge= ~ 177' 9 5/8", ~ -106' 2 11/16", 2' 1" towards
        ~ 179' 11 5/8", ~ -105' 10 5/8", ~ 2' 4 3/16"
        second edge= ~ 179' 11 5/8", ~ -105' 10 5/8", ~ 2' 4 3/16" towards
        ~ 180' 1 15/16", ~ -105' 10 1/4", ~ 2' 4 1/2"
In editing context apply the 'Query' tool to locate both edges.
You will notice that in View => Hidden Geometry the triangulated face on both sides is not divided here.
Replace both edges by one to fix things!

Thanks for taking a look. after spending about 2hrs looking at this and using different variations of the strayline plugin I was able to find a line that for all intentions apeared to be connected, but after messing around with it I was able to get it to close. I'm not sure if this is the same line you are refering to but it is now working for me. What I find odd is that what I was draping was a closed plane, why is it that after draping it became open?

Why? I can't tell. As I noticed, it was a minor missmatch in the z-value. One endpoint was +0.000000 the other was -0.000000
Try if a P/P of the parking area right through the terrain, followed by intersection of selected will also cause the same problem.

Most likely they are the same lines, there were only two forming an odd couple, not being collinear. Hover (with the 'Query' tool cursor) over endpoint to locate the ones matching the values that I gave you. It will only take a minute to find the lines at these endpoints.

Finding the culprit should not take more than 5 to 10 minutes.
In View => Hidden Geometry start dividing the area into two. Half of it will show no problems.
Continue to do so in the faulty area and you will find mistakes in no time.
(in case of a coplanar situation let the weld ruby do part of the work. Here it is of no use)

Glad to see you found and repaired the parkinglot-problem.
