How do you align your protractor to the axis you like to turn when none of the faces you have on the object is normal to that axis?

In this case, I am trying to rotate my object about red axis. But I can’t locate the protractor orientation properly, because protractor keeps snapping to one of the faces!

        ridix,

-First click (and hold down LM button) to select first point
-Drag in red direction and release mouse button.
-Continue to select first and second point to determine beginning and end of the rotation.
You can also lock the rotate tool and protractor to a face by using [Shift] when draging to
        the center of rotation.

Select a view that is oriented nearly perpendicular to the green/blue plane. Point with the rotate tool (protractor is for measuring angles) in empty space. The colour should change according to the plane. Hold down Shift, and place your rotation centerpoint.

Thanks, orienting the view nearly perpendicular worked. Rotate tool did snapped to the view plane.
