Unfortunately, Majid, that was a real experience of mine.
Right before graduation from law school, we had some classes to prepare for the final exams and the professor of "government administration law" was talking for like 4 hours about one single topic: "What is administration?", until finally he concluded that "according to this, we cannot define administration".
Of course, he is a member of the National Hungarian Academy of Sciences and all - just useless for poor students right before their final exams. And of course no legal aspects were mentioned at all but at the exam, well, only legal aspects...
(Nevertheless I passed and I am now a "cum laude doctor untriusque iuris" )
