No, it's not possible. What you could do it to make a copy of it and scale it down but then it would be scaled proportionately which means that the distance of corresponding lines (i.e. the wall thickness if this is going to be a hous plan fopr instance) would not be equal.
Why don't you just close the ends (temporarily), do the offset and delete the added edges in both polylines?

Your question is a bit confusing. In your model you point to one line but it seems you want to offset all the lines in your post.
        Which is it.

If you want to offset all the lines just select them all and use the offset tool. Click once, move in the offset direction you want and type in the distance.

If you just want to offset one single line just select it, use the move/copy tool, hold down ctl and simply copy the line.

sorry to disagree, gai. as long as the lines are coplanar and connected, they do not need to configure a closed polygon for you to be able to offset them.

                Yeah, you are right.
IFyou select all the lines you can offset them. I missed this step (and wanted to try to offset just by hovering over the lines).

This is then the same "trick" that I learnt from Eric: you don't need to select all the edges if you only want to use the Follow me tool around a singleface; you can select the face itself.

Here if there is a face (the edges make a closed loop), the Offset tool selects that face automatically. If there is no face, you will need to select the lines themselves.

Thanks for pointing me to the right direction!

I found an answer, if you use the weld.rb script then you can offset a open polyline
