I can't seem to understand how to apply a texture to something. IE, now I'm making a pool, and I have an image of what I want the texture to be, but how do I make it appear like that? If someone could walk me through the steps, I'd appreciate it.

A pool then you want it to be transparant dont you? And you probably want to cover a big surface with texture?
First you got to make sure your texture is tilable in that case, next thing you do is in the material editor you create a new material, load the texture you have for the (I assumed) water and set the transparancy to 50% or so or what fits.
After that it's just a paint bucket and click job.
