What plugin was probably used to re-do these quads for a site model?

We were given this site to use and it is very cleanly done and not many jaggies from smoothing. There are a lot of changes in grades you can't see but the quads are making it all neat and easy to work with. The Quads also go through the steps in the street, the curbs and grassy and landscape areas. Thoughts?

@Robert-Zappulla There's no guarantee it was a plugin but Toposhaper does create such clean quad based terrain.
