Inability to delete default PageUp\PageDown keys assignments to Previous\Next Scene commands is driving me mad for decades. Why it it's so hard to fix this pesky thing?

Hard coded by the operating system like those for Save, Cut, Copy, Paste, etc.

Maybe, but other programs don't have this problem (Jurassic 3ds max for instance)
The point is they doallow custom commands to use those keys (and save it to Preferences.dat). All works fine until next time one opens SU- all keyboard assignments are gone. -
Well, at least in SketchUp, hard coded shortcuts override user set shortcuts. Whether it should be that way or not, it's always been that way and probably won't change any time soon. It certainly won't change in SketchUp 2017. which your profile says you are using.
