Is there anyway to take a surface and then to pull it from it's area's ctr point

ie if I draw a square then pulled it upwards from the middle of the squares area. the end result being a square cone

      (hope this make sense)

I believe there are some plugins that identify the center of a shape. You need a vertex--an intersection of edges that create closed shape on the surface-- to grab to pull the shape upwards.Tapping the up arrow key as you make the move locks the upward position and also invokes "autofold" that adds edges to facilitate the new shape. However you'll find that you need to provide edges from almost every vertex of some some shapes to the center to get the correct result. There may be some rules to limit the edges needed, such as all concave points must be connected to the center, four sided shapes will fold automatically --etc.

Is this something you are doing in LayOut?

Oh. I didn't notice this was in the LayOut section. It seemed such a SketchUp question.

According to the user's profile they wouldn't have LayOut anyway. It's probably posted in the wrong place but I wanted to make sure before I move it.
