Scrapbook links broken on reopen file

I have tried unlinking scrapbook items, tried making a layer for scrapbook details but still they are often blanked out (render icon blinking) when layout file is reopened?

What version? Are you still using SU/LO 2014 as indicated in your profile?

no, have upgraded to 2017 and considering 2018 if it would fix the problem

Did you install SketchUp/LayOut 2017 correctly when you did install it? That is, did you right click on the installer exe file and choose Run as administrator while you were logged into Windows as your normal user?
