Can one change the default settings for the Dimension Tool? One can change for each file via Window/Model Info. Can one change the settings for all of his new models?

Yes. Open a new file and set the dimensions to the units you want to use. Then use File>Save as template. Make sure that template is selected to be the default. From then on, you'll use the same units in each model unless you change them in Model Info.
