Motivate A Web Developer?

I have a local web developer who's been working on my website for four months now, the first month I saw some changes, but now I don't see very much getting done,
especially in the last two months! Keeps saying he's going to upload the new stuff he's working on but never does. Says he's a perfectionist and 'wants to get it right'
been trying to stay civil when I ask him 'what's happening?' What options do I have to light a fire under his butt?

What percentage of payment have you held back?

it was open ended, I had certain things I wanted done first, didn't want to transfer all of my huge website over to the new web mobile coding, just the main pages first, and I've already paid him 2 grand.

Tell him to give the money back or get it done, otherwise you will trash him on social media.
(Tell him you haven't got time for that, but your son/daughter/nephew would love to take it on). -
As Baz says get or at least try to get the money back but first....
Do you or he own the domain?
If he setup and therefor potentially owns your domain you hay have trouble getting it off him, You could always create a new one with a similar name if he proves to be difficult. You could also contact the host providers to explain the situation and see what help they can provide.Can you change the passwords to the hosts account?
If you have the passwords then you need to change them at the same time you inform him of your decision, if you don't and he decides to play rough you'll have to try contacting the host providers.I've created a number of sites for friends, I'm not pitching for your work in any way as I don't take on commercial projects due to most of my time being taken up with 3D stuff but I do know a little about the subject.

http://www.dma-ni.com/DO NOT feel bad for him, he's in business (or should be) to provide a service, if he's failing to deliver on that then you need to find someone who can. Remember your site will require ongoing attention to keep it relevant and up the Google rankings (Search Engine Optimisation SEO), if he's failing at this stage then I'd also be worrying about the future.

Do you think he is being truthful or not?
By showing your version of the picture we respond to your vision of the story. Does his version hold any ground?
Doing what Baz said could either ruin his carreer from the start if he is starting.
This kind of delays are typical from someone starting on his line of business, or typical of someone trying to con you.
They could also be related to many other things...
What do you think it's happening?
Going social will probably cause great havok to him, but it could also turn against yourself.
Could you show up at his place of work and try seeing his work?
If so, I would do what Paul Russam suggests, as I believe your entitled to, but I would also try solving this face to face, giving him one last chance for redemption.
But I know nothing more...
