Layers Reorganize Themselves

Every time I uncheck a layer, it automatically moves itself to the bottom of the layers list. This has happened before (several years ago) and I don't know how I fixed it. It is quite frustrating because, the layers keep jumping around and it have to hunt for them. I'm sure there is a simple fix, just don't know what it is. Is it some setting I've screwed up? Ideas?

Sort the list by name, not by visibility.

Getting fed up of having to scroll through the same posts each visit?
