Is this drawing missing something ?

Hi guys,
I am no engineer or something but I believe this drawing is missing some more dimensions,is it?
I just ran across this small job of recreating this in sketchup, and all went well until I encountered the two "+" which are not related in one direction. And I feel there is something more missing.
What is the deal with it? Can it be reproduced in Sketchup the way it is ?

The X position of the center of the 5 degree radii are unknown. It gives only the Y at .754 and .964

Yep, exactly what I thought. All the upper part hangs on those.
