Pivot and rotational points

I am trying to make a custom ride that will be animated in a game and need help in creating pivot and rotational points.

This is the pivot point (red arrow) the bar has to pivot upward by 90 degrees like a lever.

This is the rotaional point (red arrow) the center hub is stationary and the vertical arm rotates:

How would I achieve setting the points?

make a component and then right click > change axes

Maybe attached file will help. It involves rotating a group or component about one of its bounding box's axes by applying the 'Move' tool. groups and components have four grips per side.
