Uniform Scale relative to a specific point or vertex?

I have some circles whose circumferences are aligned at one particular point.
I want to re-scale some some of the circles uniformly and still maintain their existing alignment.
Is their a plugin that can do this or could one be created to uniformly scale any geometry relative to specific place on the geometry NOT the center of the geometry.

Hi John,
Although this is not a plugin solution, but it might work...If you make a temporary point reflection (it must be a point reflection necessarily or a rotation by 180Β°) of your geometry along your align point and resize both mirrored geometries together through their common center point, then this common center point is the same as your align point. This method works along all possible axes.
After scaling, you can delete the mirroring of course or preserve it as hidden geometry for further scalings if necessary.

Well I suppose redrawing the circle rather than scaling could be an option IF there was a circle tool similar Didier Bur's Arcs & Circle plugin which has a 2-point circle tool; however, it would need to be able take input as to the desired diameter.

vertex tools can do this (and lot more intersting stuff)
