Is it possible to save the personal preferences (toolbar, paths etc.) from layout 3 (Win7) for easy restore after new installation? I have tested it with the AppData\Roaming folder but it don`t work well.

No. You can save custom LayOut templates you might have made but not toolbar locations.
You really ought to upgrade to SketchUp 2015, though.
