Semi opaque/transparent image import

Helloooo dear SketchUcation forum members!
Here's hoping you all had a marvellous Xmas. My question of the day is...
I am building a model into which I would like to apply a "transfer" for want of a better word, to a clear plexi wall. I was hoping not to apply the image as a material, as getting the ratio right always seems to be a problem. I would prefer to "import" the image onto the wall as in that way I am guaranteed of a nice fit. Problem here is how do I adjust the transparency of an imported image?
I was thinking that if it was on a separate layer that a la Photoshop that layer's transparency could be reduced ???
Hoping that smarter and more experienced users will be able to tell me how to do this. Attaching two screen shots of the model (still in its early stages), pointing out the area I am hoping to make transparent. It is the wall that looks like stripes that you see at the right, and to which I tried to apply the image as a material with those disastrous results.

PS - Tried using the context menu of, Texture > Position, and it kind of worked, but I am sure there is a better way.

If you apply the image as a material first to a face of the correct size, getting the dimensions correct is a no-brainer. Then you could adjust the transparency/opacity in the Materials editor.

Problem... that's my name - "No brain". I tried that, but even the orientation of the material is wrong. I will just keep on trying. At some point I'll figure it out I hope, or if not, (tempus fugit) I will just wait until I take into Photoshop and fix it there.

I don't believe that for a second. "No brain" can't be your name. It's already taken by someone else.
