      For me it works to get the Line tool and start drawing a line in the desired direction. Let go of the mouse and type 15mm and hit Enter. Or get the Rectangle tool and drag out a rectangle before typing 15mm,15mm Enter. It may be that in your locale you use a , as a decimal point - then you need to use a semi-colon between x and y, as in 15mm;15mm. You can set the units to mm in File>Document SetUp>Units and then omit typing the units. It's all just like SketchUp. Make sure you click and release the mouse button as you set the first point.
