Sometimes only a few of the components in my models are available in the component browser. What is the reason, and what might I do to fix this?

Is it possible those missing things are groups instead of components? Groups won't show in the Components window since they aren't components. I've never seen a case where components in the model didn't show up in the Components window.

Or is it a case of your components being nested in another component and the components are shown collapsed in the Components window?

Can you post an example SKP file that exhibits this?

I think, the problem is, that many of my components are indeed nested, as you write, so the way to solve the problem must be to make copies (instances) of these, that are not nested. Then these instances may be deleted, but the components will remain and then be globally available, right?

That would be one way to do it. I guess I would just Expand the nested components instead.

That way you'd see both the nested components and the lower level components.
