Dimensions not happening

Hi,
Just giving layout a try for the first time and I can't seem to make a single dimension (!).
I can click as if the dimension is being created, but nothing happens. Irrespective of the geometry being snapped to. I'm using SU and LO pro 2013 on a MBP 15.4", OSx10.8.4.
This is a very fundamental problem

Is it possible that the active layer is below that on which the thing you are trying to dimension lays? I was working on something the other day and started to insert a dimension which wasn't showing up. It turned out I had made a layer lower in the stack active. the dimension was indeed being made but it was hidden behind the SU viewport on the layer above.
