Have a look at TIGs Extrude Edges by Rails to Lattice...

I need to push verteks like him: http://www.thomthom.net/thoughts/2010/11/bezier-surface-for-google-sketchup/
on grid, on bezier surface
In fact I need push and rotate vertex, after thiss grid should deforme also.

Please help me!!!!!! From this depend if I have work...

I'm afraid Bezier Surface is far from being complete to be released.

If you draw the outer edges you can use that tool to generate the surface.
