Add Hidden Layer

I am working with many layers and many scenes. I used to have a plugin to Add Hidden Layer ... that is, add a new layer that is not automatically visible in every scene. I got it from Smustard but it is not there anymore.
Does anybody know of a script like that?

I wonder why some plug-ins are not listed here? Do authors prohibit listing?

As crazy as it sounds, some people doesn't use this forum.
The plugins listed in the plugin list by Jim is just a collection of thread titles which has "[Plugin]" in their title.

This seems to be the way these plugins work. It's really important to be able to add layers and not have them in existing scenes. But NEW scenes?
I have Jim's plugin. I find I can setup a new scene and have everything I want. When I save the scene. the layers added with this tool (which are visible in the present setup) turn off. This doesn't seem consistent with how scenes work. I have to turn the layers back on and update the scene again. I also notice that prior to this update, the objects in the hidden layer cast shadows in the new scene, although the entities are invisible. I'd suggest that once inside the model the added hidden layer can be added to scenes in the normal fashion. They just aren't added to all existing scenes (the option Trimble should add).
