      I'm trying to repeat flat line designs onto a flat surface,

      The highlighted is the design I want to replicate throughout the surface

      I've tried two methods but both arrive with problems.

      Method 1.
      Highlighting the lines only and copying and pasting them onto the surface,

      it works but once the square snaps to the other line then the pasted version doesn't let you click on a specific part of the design or if I try to paint one section it paints the entire design as if there is no separation between the boxes, example:

      If I don't snap it to the existing line it works but then it's not parallel to the other design.

      Method 2.
      Selecting the entire design with all surfaces inside it,

      It's as if there is no way to do this simple task properly.

      Please help!

        After you pasted the linework, select all > right click > Intersect > ...selection. If the lines and the faces are coplanar, chances are it will merge the edges with the faces and Z-fighting stops.

        Otherwise try to draw over a couple of lines to force merging. Note you can also attach the skp file here.

            Which one did? (In fact, sometimes SU is so obnoxious with these lines not correctly merging though they should that one would really love to throw heavy ashtrays to the monitor - but then comes my wife and gets me to vacuum the room)

              Sometimes, to overcome this issue, I will select faces and Control Move them. Seems this sometimes helps where moving lines will not settle down well. Even selecting and intersecting may fail. But, what Gaieus says is typically the solution. Trace over a few lines and test by Select on a face or two.

              I take the slow, deliberate approach in my aimless wandering.

                I wouldn't even consider Copy and Paste for this. I would only use Ctrl/Move (or Option/Move on Mac) for this kind of thing.
