Any PC app for Instagram-like looks for video?

I'm trying to give my videos a more stylized look in post-pro, including:
-Bloom
-Simulation of film camera... similar to Instagram.But so far haven't found an affordable/free app that does this. Any pointers?

If you have photoshop, consider creating an action, and batch applying it to all the frames of your animation ( exprted as an image sequence). After that, use virtualdub to compile the result into an avi file
