Is there a Scatter plugin?

What sort of options do we have to randomly scatter a few components across a surface?

I've also got a not free plugin ($8.00USD) called Repeat Copy you might be interested in. It lets you select a bunch of components, then click anywhere in the model and it will add one of those pre-selected components. Good for quickly populating people and plants in a model and it gives some precision to the placement, but randomness to which component gets placed.
