I have 4 partitions on my hard disk [ each of 20 gb capacity] namely c,d,e,f. they have 2 gb or less space left each. Can I merge d,e and f partition into a one single bigger partition of 60 gb without rebooting my computer?

            Backup data to external drive

            delete partitions

            re-allocate space

Not easily done. There may be software out there that can do it, but the issue is that you would need to make backups of all the data on the drives that are being merged in case the merging failed. A failed merge would be more work than it's worth, so the best solution is the one you were probably hoping to avoid:

Back up all data on all drives to another independent drive (external USB drive or internal)
Delete the partitions (the non-active, non-system partitions that you want to merge)
Expand the partition you want to keep using the free space.
              Move your data back over.

Large hard drives are pretty inexpensive these days (A 1TB drive for $55), and if you don't want to install it in the computer or buy an external enclosure you can go cheap and get one of these: http://www.newegg.com/Product/Product.aspx?Item=N82E16812232002 It's saved my bacon on more than one occasion for recovering data, scanning for virus and just using it for backup purposes.
